In March 2024, Bukele offered to send a mission to Haiti to "fix" the country's gang war with United Nations Security Council support. === Wallace Breen === Dr. Wallace Breen (voiced by Robert Culp) was the administrator of the Black Mesa Research Facility at the time of the "Black Mesa Incident", the events depicted in Half-Life, but he was neither seen nor mentioned by name (he was instead always referred to as "the Administrator"). After the Seven Hour War, he "negotiated" a peace agreement with the Combine that saved humanity at the cost of enslavement. Dr. Breen was appointed as ruler of Earth – a puppet of the Combine, who have little physical presence on the planet. In his propaganda messages to the people in City 17 (dubbed "Breencasts"), he often refers to the Combine as "our Benefactors". Behind closed doors, Breen is shown to be a narcissist who is envious of Gordon Freeman's scientific achievements, with Breen's overall dialogue and actions showing that while he believes the Combine are a threat to humanity, he merely cares about "saving" humanity to ensure his own scientific legacy and to surpass Gordon's reputation. He doesn't care about the actual lives of the people he harms as long as his legacy is secured. Marc Laidlaw has gone on record stating that Breen's narcissistic tendencies and overall characterization were inspired by the main villain of Thief II: The Metal Age, Father Karras. The Half-Life 2 art book, Raising the Bar, has information that indicates Breen used, at least at one point of the planned story if not in the final version, a radio transmitter tower on the surface (i.e., not in Black Mesa) to communicate directly to the Combine and negotiate a surrender.
=== Kinetic and equilibrium isotope effects === Isotopes differ by number of neutrons, which directly impacts physical properties based on mass and size. Normal hydrogen (protium, 1H) has no neutron. Deuterium (2H) has one neutron, and tritium (3H) has two. Neutrons add mass to the atom, leading to different chemical physical properties. This effect is especially strong for hydrogen isotopes, since the added neutron doubles the mass from 1H to 2H. For heavier elements like carbon, nitrogen, oxygen, or sulfur, the mass difference is diluted. Physical chemists often model chemical bonding with the quantum harmonic oscillator (QHO), simplifying a hydrogen-hydrogen bond as two balls connected by a spring. The QHO is based on Hooke's law and is a good approximation of the Morse potential that accurately describes bonding. == History == The Celloscope was developed for the Swedish company AB Lars Ljungberg & Co under the direction of engineer Erik Öhlin at Linson Instrument AB. In an interview published in the Clinical Biochemistry in the Nordics, a membership magazine for the Nordic Association for Clinical Chemistry, Lars Ljungberg explains that he and his coworkers had been considering different solutions for counting blood cells for some time when they came across a method presented by the American Navy on how particles could be counted when allowed to pass a capillary hole through which a weak direct current was passed simultaneously. The Celloscope method exploits the feature of blood cells not being conductive and therefore make interruptions (pulses) to the current, which then can be counted. What Ljungberg and coworkers did not know was that Wallace H. Coulter in Chicago had applied for and received a patent on the particle count principle in 1953. When presented at a German tradeshow in September 1957, the Celloscope counter was examined by Dr. George Brecher, the first author of one of the NIH evaluations of the Coulter counter. In a letter to Coulter, Brecher reported about what he thought was a close functional copy of the Coulter counter, yet with simpler electronics and an integrated sample stand, creating a both smaller and less costly instrument for use in clinical applications. When the Celloscope was introduced to the market in the early 60s, a lawsuit was filed by Coulter Electronics Inc. against AB Lars Ljungberg & Co for alleged infringement of the American patent.

However, atheromas within the vessel wall are soft and fragile with little elasticity. Arteries constantly expand and contract with each heartbeat, i.e., the pulse. In addition, calcification deposits between the outer portion of the atheroma and the muscular wall, as they progress, lead to a loss of elasticity and stiffening of the artery as a whole. The calcification deposits, after they have become sufficiently advanced, are partially visible on coronary artery computed tomography or electron beam tomography (EBT) as rings of increased radiographic density, forming halos around the outer edges of the atheromatous plaques, within the artery wall. On CT, >130 units on the Hounsfield scale (some argue for 90 units) has been the radiographic density usually accepted as clearly representing tissue calcification within arteries. These deposits demonstrate unequivocal evidence of the disease, relatively advanced, even though the lumen of the artery is often still normal by angiography.

=== Cardiac-valvular === Cardiac-valvular EDS (cvEDS) is characterized by three major criteria: severe progressive cardiac-valvular problems (affecting aortic and mitral valves), skin problems such as hyperextensibility, atrophic scarring, thin skin, and easy bruising, and joint hypermobility (generalized or restricted to small joints). Four minor criteria may aid in the diagnosis of cvEDS. cvEDS is an autosomal recessive disorder, inherited through variation in both alleles of the gene COL1A2.
